Strengthening bilateral relations is one of the two major objectives of the EEA and Norway Grants. 

Promoting cooperation is a central aim of the EEA and Norway Grants. Strengthening ties between European countries brings mutual benefits for institutions and organisations in both the donor and the beneficiary countries. 

The NGO partnership portal will facilitate partnerships between NGOs in Norway and the beneficiary countries. The Norwegian Helsinki Committee has a particular responsibilty for this work as a co-ordinator for information about the NGO Programmes towards the Norwegian civil society.
